The cloned voice or saved phrases are missing on her device

Her device is almost certainly signed in to a different account; sign in with the family's account or her own key.

This almost always means the patient's device is not signed in to the right account. The cloned voice and the profile live with the account — sign in on her device with the account's email and password, or with her own key (her second login or the number pad), and they come back. If a family member set things up on their own phone first, make sure her device uses the same account, not a fresh one.

Voice setup can also simply take a little time; until it is ready the app speaks with the built-in voice.
